You have to find out and close the service from Windows.
1. Open " cmd" and type "netstat -ano | findstr 20120"
2. Type "tasklist /FI "PID eq XXXX" The Xs are the numbers next to the "listening"
3. close the service on the list.
Most of time, "Real Player Cloud Service" is the problem.
Go to service window and stop or pause the service.
